| Resumo | Conservation Units consist of natural areas to be preserved, represented by its territorial space and its environmental resources. In order to benefit municipalities that prioritize sanitation and environmental preservation through the Protected Areas, it was proposed the establishment of the Tax on Circulation of Goods and Ecological Services (ICMSe). In this context, the objective of this study was to estimate the value of ICMSe from the amount of remaining forest present in Environmental Preservation Areas, in the following cities: São José dos Campos, Campinas and Ribeirão Preto. The forest areas were obtained by combining two techniques: Data Mining and Analysis of Images Based on Objects (OBIA). To generate the objects in the image, the algorithm implemented was the Multiresolution Segmentation, in E-cognition Developer®. The algorithm used for Data Mining was the J48, which generated decision trees from a set of training data. The areas available for ICMSe in São José dos Campos can be attractive for the calculation. As if the whole forest area inside Permanent Protection Areas (PPA) in the county (6,63%) were considered Conservation Units, the state of São Paulo would have to pay R$ 5 million per year to the city coffers. This Money would be from the conservation of PPA. To Ribeirão Preto and Campinas cities, with respectively 1,22% and 0,28% of preserved areas, the value that to be payed by ICMSe would be less than R$ 14.000 per year. |
